Each license activates one destination mailbox account. You can work with PST/OST source files and map folders for that signed-in Microsoft 365 (or IMAP) destination. CSV auto-mapping of many PST files to many different M365 users under a single Global Admin session is not a documented feature of this product. Tenant admins may still need one-time app consent as described in the user guide.
